As Castrolrob says, remove and clean the relief valve.
A Pump doesn`t provide pressure, A Pump provides Flow. Its the resistance to flow that provides the Pressure. And The Releif Valve controls this.

i have had this problem a couple of times(ref prior answer)and as its pretty common your 2nd hand bits are probably suspect.rack doesnt supply pressure the pump does.do the maths...

Iv`e had this worry for the last few years,different test stations said different things.I have replaced both the rack and the pump(second hand).Trouble is everyone thinks because you have a sports car you can afford new parts (new rack about £1700, new pump £800.For a 1990 car this is rediculious.

normally caused by the pressure relief valve in the pump...

I have a toyota supra with an intermittant power steering problem,ie:power steering does not work all the time.Would this be a point of failure?
