If no seat is fitted then the corresponding seat belts are not considered to be a seat belt ie for the purpose of an MoT inspection. They can therefore be left in place.
The tester should however issue an advisory notice that the seat was removed at time of his test.

Good tip on how to get a centre belt working again, but this isn't a Mondeo, still it's worth a try.
Removing the rear seat is better than cutting out the belt. If the rear seat is removed will the two rear window belts be tested and or failed? Or do those belts also have to be removed?

Mondeo..Open the release on the Backrest,lower the back as far as poss..Then SLAM it back to the closed position..This then jolts the lock on the reel an"hey presto"the belt works fine.. ....well it usually works after a few good hits ..

| If you remove all of the belt it should pass provided it has the minimum belts the two outer 3 points will sufice, if the tester can see any part of the belt then it will fail for part of a belt missing, common on the mondeo for some reason

In order to pass an MOT, if the rear centre inertia reel seat belt was cut out would it be ok? There would still be a loop of thick cable wire bolted to the car body under the seat out of sight, which previously had the seat belt stitched through. And there would still be part of the belt - about 6 inches - wrapped around the inertia reel, inside the back of of the seat again out of sight.
Second option, Remove the whole rear seat bench and upright back rest. But would the 2 side (window seat) belts also have to be removed? One of them would have no anchor "release catch" to plug the end of the belt into (because it would be removed with the back rest).
