Re-test fees have and always will be up to the individual garage to decide upon ie not mandatory to charge for.  Under the old rules another full test fee could be invoked, but in reality most didn't bother as it was good customer PR not to.  The new rules state that only a partial re-examination is required, hence a partial re-test fee.  Again most garages charge nothing with others charging £10+.  NB The most they can charge is the £25 you state ie 1/2 MoT fee.

Please note that under the old rules, if a vehicle left the garage and returned  repaired a further full examination was required by test regulations hence full fee cost again.  However in reality many only checked failed /repaired items, hence garages were doing then what they are legally obliged to do now.  The powers that be eventually listened to the trade........

Last point.  If your vehicle remained at the MoT site for repairs then you shouldn't have been charged any re-test fee ie providing re-test conducted within 10 working days.

Are you saying that garages would not usually invoke the retest fee if you took the car away to have the repairs done elsewhere?

My issue is that I did not want to take the car away to get another quote as I thought that to have the car repaired elsewhere would cost me £50 (rather than £25 for a retest as per the new rules). The quote would have to be a lot less to make it worth my while. I do not know if the quote was too much as I was discouraged from seeking a comparison.

In what format were the old rules displayed?  The manadatory MoT fees poster has  this information on it and I would imagine that most garages would have this on display as it has current pricing plans for different classes of vehicle.  They may however had had other material also on display, which may be muddying the waters here I suspect.

Regardless, the fail sheet you would have been furnished with would have had the new criteria clearly marked on it.  Please have a look to check.

Secondly most garages for years never invoked a re-test fee (still isn't compulsory now) so unless the garage insited that you had another MoT at full price following repairs, it's difficult to see at this stage how you have been severely disdvanataged - unless of course their repair bill was steep.

Any confusion may even have been down to receptionist unfamiliarity.

If there is a major financial issue here, I suggest you speak to the Authorised Examiner (garage owner/proprietor) who I'm sure will only be too pleased to resolve amicably.

The document you refer to involved VOSA consulting with a wide range of stakeholders and implementing the new re-test procedures with effect from 11th September 2006.  The re-test procedure is now at last in line with the way VOSA conduct re-tests themselves ie on PSVs HGVs etc.
