Date of first use is always the rule - ie first registered

If it is a Carb and Cat, No Lambda, and not Single Point Injecion with Cat and Lambda, Then its manufacture date should come into play.
Testers Discretion.
Wes.
Be careful there Wes, no discretion ......check the flow chart in the manual.
For K, L & M reg vehicles the tester should refer to the 'In Service Emissions Standards' booklet and check against the engine code displayed on the vehicle, either on the engine block, or in other cases against the VIN range. If no exact match is found, or the engine model is unreable/inaccessible then the lower standard should be applied - the vehicle should have a non cat test.
Lots of vehicles in that age range can have cat, lambda & EFI, but still fall out of scope for BET/Cat testing if the manufacturer hasn't specified the engine for inclusion, the car could have been manufactured some time earlier, and the engine could be of an older design.
Please check the flow chart in the emissions section, and look for a specific match on the engine in the database. If it's got a carb then it deffo dont get a cat test.

How should a 1993 mini which has a carb and a cat be tested. By the date of first use feb 1993 states it should be given a BET test which inc cat test.
All previous testers have tested this car in a non cat test.
Who is right?
