the reason it is still there is because vosa are planning on bringing these rules back in , when the relevant legislation gets passed (could be a long way off )
I had need to check the regulations today about number plates so as you are always told by VOSA - check the on-line manual first as this is the most up to date.
On checking this i discovered that the "suspended" items are still there - ie: check the suppiers name and BS number etc.
