Just read the Society of Operations Engineers Magazine May 08 edition, apparently the figures for MOT failures requested in the Davidson review have now been published relating to tests between April 06 and March 2007, the test failure has risen from 28% (previous year) to 33% on Class 4 and even higher on Class 7. But a DFT spokesman has stated that the 4-2-2 system is still being proposed.
I would find it hard for the government to recommend 4-2-2 on these figures, having said that based on the their latest series of cock ups nothing would surprise me.
