My interpretation of "measured item" is one which is required to be recorded on the computer and consequently stopped doing the partial retest for emissions after this was removed from the machine. Lets face it you're required to keep a copy of the emissions slip anyway so just that gets saved.
Perhaps someone from VOSA should be clarifying this point for us although you could conceivably ask two different people from VOSA and get opposing answers.

unfortunately that doesnt stop the computer from accepting virtually anything as a fast track retest....why does the program permit this if it aint allowed?

Hi,
A "Fast Track" re test is for any item that doesn`t require a "Measured Item" to be re tested.
Brakes, Emissions, Headlamp Aim, Or Any Item that would require, the repairer to intervene, remove, repair and or replace any Item that would possibly affect any "Measured Item", Would require a partial re test.
Hope this helps,
Regards, Wes.

Thanks for the info but I'm still confused with the drop down list for example I know I have to do a full test after 10 working days but whats the difference between a fast track retest and a partial retest ?
