Can a bike fail it's MOT on the chain being too tight?

 

I have just had my bike MOT'd and it failed on the chain being too tight as well as front wheel bearings.

I took the bike home and changed the bearings and loosened off the chain then went back to the centre 5 hours later.

They then retested it and again adjusted my chain this time passing it

 

They charged me £13.50 for the re-test and £12.50!!!!!!! to re-adjust my chain after saying that's alright mate we'll just sort that for you.:X I could have done it my self.

Anyone know if it can fail on this or not????
